GENERAL SERVICES ADMINISTRATION CONTRACT

 

Harris Environmental understands the General Services Administration (GSA) mission to help federal agencies acquire environmental services and simplify procurement. We are uniquely qualified to provide environmental work under Special Identification Numbers (SIN) 899-1, 899-2, and 899-7.

The scope of anticipated services involves working with strategies and procedures developed by a range of agencies to facilitate regulatory compliance as relevant to natural and cultural resource management. Project proponents must comply with a multitude of state and federal laws. These regulations ensure that the proponents of all projects with a federal or state nexus are directed to evaluate the environmental impacts associated with their undertaking.

All findings must be documented in a manner which allows for agency and public participation and review. Harris Environmental consistently handles environmental planning services and documentation, environmental compliance, and GIS support. The broad scope of environmental services provided by our firm includes NEPA compliance and supporting studies, consultation under Section 106 of the NHPA, hazardous materials assessments, Section 7 Studies, Section 4(f) Evaluations, Section 404 Permits and Section 401 Certifications, noise and air quality reports, and economic and demographic analyses.

SIN 899-1: Environmental Planning Services & Documentation

Our firm has provided the full range of technical, management, and support services required for NEPA compliance and planning. Our services include the development of annotated bibliographies, work plans, identification of data requirements, and the collection, review, and synthesis of background information. Harris Environmental provides full documentation production services including writing, editing, and graphics design. We consistently work with a range of agencies to coordinate regulatory environmental review and revisions processes. Further strengthening our involvement with public agencies, our company President has provided expert testimony and support for local ordinance development, urban planning, interagency coordination, and public meetings.

Our personnel conduct a range of technical analyses, investigations, and studies in support of regulatory compliance with environmental statutes. We routinely create and conduct field investigations, sampling designs, data analysis, and siting investigations. We perform studies in biology, ecology, historic preservation, archaeology, air, water, and noise quality, water resources, land use, environmental justice, and socioeconomics and consult with relevant agencies on mitigation tactics. We provide support services for a range of federal, state, and local permit applications and conduct construction monitoring, hazard assessments, impact management plans, and risk assessments.

Much of our work in the environmental consulting industry also includes a focus on public involvement. Many Harris Environmental projects often require the development of stakeholder involvement programs, and the planning and facilitation of public meetings. Our services include public comment solicitation and documentation, and the advancement of intergovernmental and public involvement strategies. We regularly provide the logistical support for these endeavors and are experienced in media relations, public awareness and information programs, exhibit production, and web site development.

SIN 899-2 Environmental Compliance Services

Our services help clients meet compliance with NEPA, NHPA, Endangered Species Act (ESA), Sikes Act, Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), Resource Conservation and Recovery Act (RCRA) and CWA. We routinely implement cultural and natural resources studies in support of local, state, tribal and federal permit applications for a range of clients with a broad spectrum of needs.

Our team has prepared documents for CWA compliance and jurisdictional water delineations. We also provide support documentation for Pre-Construction Notices and Section 404 Nationwide and Individual Permit applications. To facilitate this process, our staff has attended meetings with the COE and other federal and state natural resource management agencies. We also have worked with ADEQ water quality certifications and Clean Air Act (CAA) legislation.

Harris Environmental also offers a number of products designed to help proponents with the early identification of environmental issues and the regulatory requirements that may be associated with project development. The early identification of hazardous materials is a key component of good project planning and due diligence. Preliminary Initial Site Assessments (PISA) and other related reports are essential Harris Environmental products that may involve regulatory database review, interviews, historic record research, aerial photograph review, topographic map review, and reviews of geology and soil conditions. Harris Environmental also conducts expanded constraint analyses that encompass cultural and natural resources concerns and associated compliance issues.

SIN 899-7: Geographic Information Systems

Harris Environmental is capable of providing operational services, advice, or guidance in support of environmental programs using GIS under SIN 899-7. GIS is a component of nearly all Harris Environmental projects because of its unique capacity for conveying natural and cultural resource information. Its usefulness is particularly evident in our work with Pima County government. We developed resource sensitivity layers using GIS that were used to establish “sensitivity zones” for an ESA Habitat Conservation Plan.

Our firm provides consultation services requiring GIS analysis and detailed mapping to support the design of local development ordinance, habitat management strategies, natural resource planning, site selection, roadway improvement, and productive resource management. Harris Environmental has provided GIS support services to facilitate planning for the Town of Marana, Pima County, Metropolitan Water District, and ADOT. We also have conducted migration pattern analysis and long term monitoring for the Sonoran Pronghorn at Luke Air Force Base in southwestern Arizona.

We maintain a multitude of advanced technological instruments, including state-of-the-art, integrated Global Positioning System (GPS) and GIS tools. Our firm excels in computer-aided drafting and routinely prepares electronic project information to agency specifications. We produce high-quality and specialized maps and figures, using the latest versions of ArcView, Adobe Photoshop, Terrain Navigator, and AutoCad.
